An entrepreneur who served a decade as a top state regulator and procurement officer, Mary Scott Nabers has been guiding Fortune 100 companies for more than 15 years through the process of developing and delivering solutions to government at every level.

Mary Scott Nabers is President and CEO of Strategic Partnerships, Inc. (SPI), a government affairs, business development, procurement consulting and research company that has helped secure contracts worth billions of dollars for its clients since 1997.

Mary is also co-founder of the Gemini Global Group, which specializes in business development services, public-private partnership positioning and opportunity identification in any region and at any level of government.

A recognized expert regarding public-private partnerships (P3s), Mary is the author of Collaboration Nation, How Public-Private Ventures Are Revolutionizing the Business of Government. Her book explores this growing trend and how government at all levels is reaching out to private enterprise for innovative ideas that will result in solutions to increasing problems caused by revenue shortfalls.

Nabers served a term as Texas Railroad Commissioner during the administration of Gov. Ann Richards, overseeing the regulation of the state’s $65 billion energy complex.

From 1984 to 1993, she served as the Commissioner representing business at the Texas Employment Commission and founded The Texas Business Council. Commissioner Nabers, who had previously owned a portfolio of media properties, wrote a weekly column for more than 100 newspapers, hosted a weekly radio program and published a monthly business publication with a circulation of 160,000.

Nabers has represented Texas on numerous national boards, earning a reputation for initiating innovative programs in government, and has been active on the professional speaking circuit for 20 years.

At Strategic Partnerships, Inc., she publishes the Texas Government Insider, a weekly online publication, and Government Contracting Pipeline, a national publication that focuses on upcoming opportunities throughout the United States.

Nabers earned her MBA from The University of Texas at Austin.
